The CBD-mandated Biodiversity Indicators Partnership (BIP) is a global initiative that has operated since 2007, promoting and coordinating development and delivery of biodiversity indicators in support of the CBD and related Conventions, national and regional governments and a range of other sectors. With a view to the future, the book points the reader to the Mountain Biodiversity Portal (http://www.mountainbiodiversity.org) that has just been launched by the GMBA and the Global Biodiversity Information Facility (GBIF). This tool has the potential to greatly facilitate access to mountain biodiversity data because it allows users to find GBIF data for specific elevational and thermal belts within their region of interest. A very similar tool already allows users of the World Database on Protected Areas (http://www.wdpa.org) to find GBIF data for a protected area of interest. Thanks to these collaborative efforts, researchers will increasingly get the data they require without the need to carry out time-consuming overlays of species and other data sets for their region of interest. The GMBA/GBIF Mountain Biodiversity Portal is a fine example for the technical possibilities of our time and will certainly help to further stimulate the creative use of georeferenced biodiversity data promoted by this book.Resource Type: Journal Papers
In response to global declines in biodiversity, some 190 countries have pledged, under the Convention on Biological Diversity (CBD), to reduce the rate of biodiversity loss by 2010. Moreover, this target has recently been incorporated into the Millennium Development Goals in recognition of the impact of biodiversity loss on human well-being. Timely information on where and in what ways the target has or has not been met, as well as the likely direction of future trends, depends on a rigorous, relevant, and comprehensive suite of biodiversity indicators with which to track changes over time, to assess the impacts of policy and management responses, and to identify priorities for action. As the importance of mountain spaces is more widely recogised, it seems necessary to establish a coherent definition of these spaces. The UNEP World Conservation Monitoring Centre (UNEP-WCMC) proposed the first global delineation in 2000. However, certain European countries have used national definitions of mountain spaces since the 1950s. Within the framework of social and economic integration policies at the heart of the European Union, an agreed delineation of European mountain spaces has been established, based on the definition proposed by UNEP-WCMC. The process of adaptation of the global definition to the European context is described, as well as the results for 29 European countries.Resource Type: Journal Papers
On October 16, at the REDD+ Day of CBD COP 11 in Hyderabad, the UN-REDD programme launched a policy brief focusing on multiple benefits and safeguards under REDD+. The paper elaborated on the use of tools and data to support decisions, and presented examples from implementation in REDD+ countries.
REDD+ is increasingly considered to have the potential to contribute to a range of policy goals in addition to climate change mitigation in the forestry sector. It is also recognized that there are social and environmental risks that may arise as the REDD+ mechanism is being implemented.
What has been less widely acknowledged is that avoiding significant risks and securing additional benefits from REDD+ could be the key to the overall success of the mechanism. By securing benefits beyond carbon, REDD+ can draw support from broader social and political constituencies; demonstrate that it enables a wider range of values to be realized; and generates sustainable income sources.
For governments and other stakeholders to adopt a broader approach to REDD+, a strong evidence base is needed to demonstrate that additional benefits will indeed be achieved, and contributions to national and local priorities accomplished. The Policy Brief outlines a series of analytical approaches that can help provide an evidence base to inform REDD+ decisions. It focuses on addressing environmental risks and benefits, and provides examples from Panama, Nigeria, DRC and Indonesia of where these approaches are already used.

This paper presents a trial of a species population trend indicator for evaluating progress towards the 2010 biodiversity target in Europe, using existing data. The indicator integrates trends on different species (groups), and can be aggregated across habitats and countries. Thus, the indicator can deliver both headline messages for high-level decision-making and detailed information for in-depth analysis, using data from different sources, collected with different methods.Resource Type: Journal Papers
This paper reviews the current global extent of protected areas in terms of geopolitical and habitat coverage, and considers their value as a global indicator of conservation action or response. The paper discusses the role of the World Database on Protected Areas and collection and quality control issues, and identifies areas for improvement, including how conservation effectiveness indicators may be included in the database to improve the value of protected areas data as an indicator for meeting global biodiversity targets.Resource Type: Journal Papers
The continued growth of human populations and of per capita consumption have resulted in unsustainable exploitation of Earth’s biological diversity, exacerbated by climate change, ocean acidification, and other anthropogenic environmental impacts. We argue that effective conservation of biodiversity is essential for human survival and the maintenance of ecosystem processes. Despite some conservation successes (especially at local scales) and increasing public and government interest in living sustainably, biodiversity continues to decline. Moving beyond 2010, successful conservation approaches need to be reinforced and adequately financed. In addition, however, more radical changes are required that recognize biodiversity as a global public good, that integrate biodiversity conservation into policies and decision frameworks for resource production and consumption, and that focus on wider institutional and societal changes to enable more effective implementation of policy.Resource Type: Journal Papers
Through the Convention on Biological Diversity (CBD), the world’s governments recently adopted a target to protect at least 17% of the global land area by 2020. This paper evaluates current levels of protection for mountains at multiple scales. It shows that the CBD’s 17% target has already been almost met at a global scale: 16.9% of the world’s mountain areas outside Antarctica fall within protected areas. However, protection of mountain areas at finer scales remains uneven and is largely insufficient, with 63% (125) of countries, 57% (4) of realms, 67% (8) of biomes, 61% (437) of ecoregions and 53% (100) of Global 200 priority ecoregions falling short of the target. The CBD target also calls for protected areas to be focussed “especially [at] areas of particular importance for biodiversity”. Important Bird Areas and Alliance for Zero Extinction sites represent existing global networks of such sites. It is therefore of major concern that 39% and 45% respectively of these sites in mountain areas remain entirely unprotected. Achievement of the CBD target in mountain regions will require more focused expansion of the protected area network in addition to enhanced management of individual sites and the wider countryside in order to ensure long term conservation of montane biodiversity and the other ecosystem services it provides.Resource Type: Journal Papers
This guidance is designed to help the development of biodiversity indicators at the national level for uses such as reporting, policy-making, environmental management, and education. It is intended principally for the people who produce biodiversity indicators, whether they are in government agencies, academia or NGOs. In some cases biodiversity indicators are developed on a ‘one-off’ basis to meet the needs for a particular study or report, or they can be developed for long-term reporting and decision-making.
