GLOBAL:
Information
- The workshop recommended
that work on a global inventory of TMCF sites be continued, and funding
sought to support WCMC in the further development of the TMCF database
and draft directory. This should include improvement of the detail on
a site by site basis, and the ongoing addition of information on sites
not yet included. Special consideration should be given to the mechanisms
used to encourage the two-way exchange of information, in relation to
a cloud forest network.
- The production of
a TMCF atlas was also recommended. Initially the TMCF directory should
be made available on the Web, and following a period of revision and updating,
published as an atlas in both hard copy and CD formats.
Networking
- A global cloud forest
network should be activated, with WCMC providing co-ordination and the
initial focal point while a series of regional nodes are established.
The network would encourage dialogue and exchange of experience and information
between those working on cloud forest issues. It would utilise a web page
to link regional groups and provide access to news, details of meetings,
scientific reports, and details of institutions and organisations active
in cloud forest work.
Research
- A global cloud forest
classification system should be developed – in particular a proposal by
Jan Wolf (ECOSUR, Mexico) for a Bryophytes and lichens information centre
was recommended for funding support.
- A cloud forest working
group should be established within IUFRO to stimulate research and identify
priorities, unless it is adequately covered by other working groups.
- The development
of a global hydrometeorological network linking selected TMCF sites.
Policy
and Awareness Raising
- Funding to be sought
for the production of a popular document which will clarify terminology
on cloud forests, including definition, and convey an explicit message
about their distinct values in terms of biodiversity conservation and
the range of services provided, as well as the severity of the threats
they face (see also under Regional, below). UNESCO has indicated that
it will do this with Bruijnzeel and Hamilton, but needs additional funding.
- Campaigning efforts
are needed to ensure that national and international NGOs place cloud
forests on their agenda.
