Session 2: Regional Working Groups

Participants were then asked to meet in regional working groups according to their region of experience. There were five groups including one which considered the global perspectives were as follows:

  • AFRICA
  • ASIA-PACIFIC
  • CENTRAL AMERICA
  • SOUTH AMERICA
  • GLOBAL

Each group was provided with a table showing the priority actions and themes produced in Session 1 (Table 1), and asked to consider these and identify which actions/issues were most important in their region, adding any that were not already included in the table. Then they were asked to propose specific activities as part of a work programme that could be developed after the workshop, and to identify individuals or organisations responsible for follow-up where possible, as well as a target date to accomplish the action or task. Summary details of the regional priorities identified are listed in a matrix against each of the theme headings in Table 2 (full details can be found in Table 3).

NETWORKING

AWARENESS

Produce pop doc in order to clarify TMCF terminology, and highlight the threats to and values of TMCF's

Produce and disseminate summary digest on African TMCF's

Produce popular document (pop doc) in 5 languages, including poster; seek to inform at all levels

Promote awareness of TMCF's and their values; development of pop doc and management/

conservation case studies

Develop recognition of TMCF among NGO's; create logo; send meeting documents to possible funders - see appendix

POLICY

Integrate the workplan activities listed here to increase political recognition of the status and importance values of Tropical Montane Cloud Forests

Produce policy theme for International Symposium on Sustainable Mountain Development in Ecuador, Nov. 98; organise workshops

RESEARCH

Develop TMCF classification system; establish working group within IUFRO; if there is a gap

Development of standardised monitoring systems and methodologies; site ID, characterisation, inventory, and prioritisation

ID of priority topics with the focus on a number of priority sites - see appendix

ID national institutions to promote research on priority issues - see appendix

Research into cloud stripping, water harvesting; systemisation of methodologies; N.B. - no intervention in some areas

MANAGEMENT

 

Adoption and development of an integrated landscape approach

 

Link up remaining fragments; improve existing PA management effectiveness

Need social process research to describe management issues

CAPACITY BUILDING

   

Increase at local level; initiate "twining" arrangements

 

Production of handbook for education/capacity building; establish TMCF components in university courses.

COMMUNITY

MATTERS

The key role of local stakeholders and the cultural values of TMCF's are recognised through all themes and in all regions. A high level of community involvement in the planning and implementation if research and management is vital, and should be promoted through alliances and shared knowledge.
