Improving measurement and reporting of progress for the United Nations Convention to Combat Desertification

Prepared in collaboration with the UNCCD Secretariat and other partners, this UNEP-WCMC biodiversity series explores and synthesises the experiences of the United Nations Convention to Combat Desertification, one of the three ‘Rio Conventions’, in the move to more evidence and results-based management and the introduction of a new reporting and monitoring system: the Performance Review and Assessment of Implementation System (PRAIS). In particular, it reflects on lessons from the Global Environment Facility (GEF)-funded PRAIS Project, which was established to support the first iteration of reporting using PRAIS in 2010 and the UNCCD Impact Indicators Pilot Exercise, which trialled a suite of indicators for measuring progress towards the Strategic Objectives of the Convention with the financial support of the Government of Spain and the European Commission. This document aims at informing the mid-term review of The Ten-Year Strategic Plan and Framework to Enhance the Implementation of the Convention for 2008-2018. Ahead of the 2013 World Day to Combat Desertification, it also provides a stepping stone to improved systems of evidence and results-based management that will allow the Convention to better fulfil its mandate and ultimately improve lives in a sustainable manner.
